The attention of AFICS-T Executive Board was drawn to the plight of FLiT members who close to the end of their lives are without next-of-kin or an officially recognized representatives in Thailand, as they face several administrative and legal issues.  The Executive Board, therefore, recommended that the Committee on FLiT prepare a set of guidelines addressing specific end-of-life issues, related especially to foreign members of AFICS-T.  The Guidelines can be download "Guidelines".

The Association of Former International Civil Servants Thailand (AFICS-T) announced the new Executive Board for 2025-2027 in their Newsletter No. 16, dated October 14, 2025. The board was elected after an overwhelming majority vote of 267 "YES" against 3 "NO" from 270 participating members. The new board, whose tenure officially begins on Saturday, October 18, 2025, is led by Mr. Suraphon Songweera (UNESCAP) as President and includes Mr. Sumiter Singh Broca (FAO) as Vice-President and Ms. Uraiwan Siriwatananukul (UNESCAP) as Treasurer.

Update on the 2025 Certificate of Entitlement
Additionally, the newsletter provided an update on the 2025 Certificate of Entitlement (CE) exercise, reminding members that the UNJSPF will send the second batch of CEs by the end of October 2025. Members who need assistance must submit their duly signed paper-based CEs to the AFICS-T Office no later than Thursday, November 27, 2025, for onward transmittal to UNJSPF in the first week of December.

The 2025 AGA of AFICS-Thailand was held on 17 July 2025 at the UN Conference Centre, Bangkok, with 94 members attending both onsite and online. Mr. Hirohito Toda, Deputy Executive Secretary of ESCAP, officially opened the session, highlighting AFICS-T’s continued support for UN retirees and reaffirming ESCAP’s commitment to partnership. AFICS-T President Mr. Suraphon Songweera expressed gratitude to ESCAP and other supporting bodies, and reported on key activities, including coordination with FAFICS, pension and insurance assistance, and member services.

The Assembly reviewed the Executive Board’s Annual Report covering July 2024–June 2025. Highlights included successful support for the 54th FAFICS Council Meeting, updates on pension adjustments, CE submissions, and advisory services for foreign retirees in Thailand. The audited financial statement showed total assets of Baht 3.28 million, and the Benevolent Fund supported 28 families of deceased members. Recreational and information-sharing activities continued, while no charity events were held during the period.

Due to the absence of nominations for the 2025–2027 Executive Board, the Assembly approved a three-month extension of the current Board in a caretaker role. Members were invited to submit candidate lists by 17 September 2025, with voting to follow. If no viable Board emerges, AFICS-T may enter a dormant phase with suspended activities and escrowed funds.
The President concluded by thanking all participants and reaffirming the Association’s commitment to serving UN retirees. The meeting adjourned at 11.40 hours. Report Of the 2025AGA

The present Executive Board of AFICS-T will complete its two-year term of office at the end of June 2025. An Annual General Assembly (AGA) will accordingly be convened to review the activities undertaken by the Executive Board during July 2024 – June 2025 and address some issues of concern to the members.

We are pleased to inform that the current Executive Board is taking the initial steps to organize the 2025 AGA to be held on Thursday, 17 July 2025 at the Conference Room 4 (CR-4) of the United Nations Conference Center (UNCC), Bangkok. An official invitation to participate in this 2025 AGA will be sent to all AFICS-T members in due course along with related documents to be considered.
In accordance with the regulations and rules, an election of members to serve the Executive Board for the period 2025-2027 will also be conducted during the forthcoming session of the AGA.
In order to facilitate the nomination procedure, the Bylaws have been amended in the AGA of 2024 allowing the submission of a reduced list of candidates of at least for the posts of the President, the Vice-President, the Secretary, the Treasurer, the Deputy Treasurer, and the registrar.
The Executive Board, during its tenure, may appoint additional Executive members and advisers. The tenure of the Executive Board is for 2 (two) years.
Accordingly, AFICS-T members at large are kindly invited to nominate candidates (with their consent!) to serve in the Executive Board for the period 2025-2027. A blank nomination form for this purpose is attached. In filling the form, proposers are requested to affix the signature of each candidate, along with their names and proposed positions in the Executive Board.
In line with the relevant terms of the Bylaws, nominations with designated functioning titles and the consent of the nominees must be received by the existing Executive Board 2 (two) months before the AGA. The duly completed form with full or reduced list of candidates must therefore be returned to the office of AFICS-T either by hand, postal mail or as an attachment to an e-mail, as soon as possible but not
later than Friday, 16 May 2025. Please note that nominations proposed from the floor during the AGA will NOT be accepted.
We would also like to inform you that some members of the current Executive Board, including the President, have indicated their intention of not running for another Executive Board term, as most of them have been serving AFICS-T Executive Board for many years. Therefore, AFICS-T members are strongly encouraged and kindly invited to volunteer to be nominated as candidates for the new Executive Board 2025-2027.

  • within two months for MIP members upon the death of the retiree
  • within three months for WWP participants upon the death of the retiree
